Phil Aspin


Phil Aspin is Group Controller and member of the Group Executive of United Utilities Group PLC, a FTSE100 utility company in the United Kingdom. As Group Controller he is responsible for the group's external reporting under IFRS, UK GAAP and Regulatory GAAP, alongside monthly management reporting and business planning activities.  Phil has a good understanding of the regulatory economics impacting rate regulated activities having been involved in each of the last four regulated price control submissions, including most recently as finance sponsor for the 2015 to 2020 price control.

Prior to his current role, Phil was Group Treasurer for United Utilities Group PLC, having spent almost twenty years working in treasury arena. In his role as Group Treasurer, Phil was responsible for all aspects of the group's capital, liquidity and market risk as well as its term funding activities and insurance risk transfer.  As a regulated infrastructure utility with a moderate to high degree of leverage, United Utilities has significant debt funding activities having issued in the US, UK and European debt capital markets, along with extensive derivative transactions to manage the associated risks.  As Group Treasurer, Phil led the group's stakeholder engagement with crediting rating agencies; public market credit investors; sell side analysts; commercial banks and the European Investment Bank, a key aspect of which was helping users interpret the group's IFRS financial statements. In 2010 he led the group's innovative restructuring of its pension arrangements and has been heavily involved in all the group's acquisitions and disposals activity since 2000 along with several capital restructuring transactions.

Phil trained as a chartered accountant (ACA) with KPMG, has qualified as a certified information systems auditor (CISA) and is a member of the association of corporate treasurers (MCT).



EFRAG Rate-Regulated Activities Working Group (EFRAG RRAWG)

 The EFRAG Rate-Regulated Activities Working Group advises and provides input to EFRAG TEG discussions aiming at developing positions on rate-regulated activities financial reporting issues.  The group is supported by members of the EFRAG Secretariat.

The European Commission has been granted observer status. IASB members and staff may participate as part of the IASB outreach activities.
